Zealot/Smiter fpa question

Heya i started playing again after a break of more then 2 years.
The one thing i never done in the old days was the ubers, so i'm planning to make a Zealot (with smite equip, high cb etc).

My one question is:
When using a mighty scepter (heaven's light) i need 60 ias to reach the fastest attack (with smite and zeal) with lvl 24-ish fanatism.

I have 20 ias from my amulet, so that's 40 to go.
I have access to a 2socket 2 skill and a 1 socket 3 skill heaven's light.
Do i have enough with 1 shael to hit the cap? Since heaven's light already has 20 ias on the weapon?
Or do i need heaven's light+60 ias? (which means the lesser 2 socketed one with 2 shaels)
I've used the calculator, but you can't input weapon speed for a pala apparantly, that made me wonder if i can count the 20 ias on heaven's light towards 60 or not.


So in short:
Do i hit the cap with highlord's + shaeled heaven's light
Or do i need a shaeled shaeled one?
