WWS IAS question

I was looking up the strafe IAS breakpoints but I came across conflicting information

This thread says that 9/3 for a 0 WSM bow is 56% IAS.

This thread, however, claims that it's 63%. I was planning on 20 IAS on gloves, 20 amu and 20 from one socket in the bow so it will make a big difference if it's 63%

It's 56% for a 9/3 strafe and 63% for a 9 frame normal attack.
