Wind druid 163 fcr?

Is there any match up that requires (or would benefit greatly) from 163 fcr?

I Don't think I've been placed in a situation where fcr>fhr. And Fcr requires a sacrifice of skill points and life..

Can anyone think of a pvp wind druid matchup where 163 fcr is nigh required or greatly helpful?

fcr=fhr>dr=life>>dmg(skill+).
fcr and fhr are much much more important than life and dr, and all vastly more important than dmg which ranges from 6000-7500. that 1500 extra damage is only 125 after pvp penal and 50% dr.

i would say 163 is required vs any good opponent, 99 frames is too slow. some examples are bvc hammer nec. if you can beat them at 99/99 then more props to you.

but it's only necessary to get 163/99 OR 99/174 right?

Is there ever a point where you NEED or would benefit greatly from both?

as in: 163/174. I have nearly assembled a set that can, but I am a 18% fcr ammy short.
