Shiver armor gives the best defense% and duration. The cold length and damage is negligible so go for shiver, or for frozen if you don't want to invest more than 1 point.

Or you can get shiver armor off an orb on switch.

Differences are in the amount of +%Def given.

    Frozen Armor:
    Base +30% Def
Freezes Target for given sec. increasing with lvl

    Shiver Armor:
    Base +45% Def
    Chills Target for 4 secs.

    Chilling Armor:
    base +45% Def
sends out Icebolts to ranged attackers that attacked you.

I think most use either Frozen Armor or Shiver Armor.
Shiver Armor is better in %Def, Frozen Armor in freezelength.

If you expecting get under melee attack Frozen armor way to go - it freeze opponent for a brief moment which buy you time TP away. If I expect range attackers I switch onto shiver armor (better defence bonus)
