Why not use one CTA on your barb?

This is something that has been bothering me for a while. Early on, before I knew the mechanics of oskills, I thought that using two CTAs would be the way to go on barbs to maximize their BO. Alas, you can only get up to +3 to any one skill from all oskill items you have equipped, not per item (which would yield +1 all skills and +3 BO, each, instead of the actual +3 BO from the two at max). Now, I don't have a CTA offline to test this out, so someone can tell me if if this is true or not... (I do online, but why would I want to play online?)
Shouldn't you still want to use one CTA on your barb's switch in addition to your standard BO stick or HOTO, because it not only comes with +3 BO, but +1 to all skills as well? Unless you really want that +2 more to shout that you would get with the extra BO stick or HOTO in place of a CTA, it seems like the way to go (though I've heard that defense isn't even worth pursuing unless you plan to have it in excess of 10k).
I never see anyone advocate this, so I'm wondering why. Does it not work like I think it does (getting +7 BO on switch)? Does +2 Shout outweigh the benefits of an additional one point to BO? Or does it really not matter one way or the other?

People usually prefer to use other items because fcr/mf matters.

If you only care about BO level, then yes one CtA and one Hoto or Echoing stick will give you highest BO. But that extra BO level(s) don't matter as much as having higher fcr, which is good for faster teleporting and horking. Or extra MF eventually.

Barbs have too much life anyway, so additional level of BO means nothing. What Nulio said. CtA is more or less a waste on barb, except for PvP barb who wants as high BO level as possible. That is the only exception that comes to my mind. Buffing additional BO level from CtA for PvM is like... no thank you, don't wanna waste item slot on that.

I used one for prebuffing online, with "delirium" helm made in +3BO and some other shouts base. Not really necessary, but I didn't want to bother leveling my uber-smiter a lot, and with lag etc it was kinda worth it. I believe I reached lvl 53 BO, with synergies maxed for duration. Could have gone higher if I had bothered to use sojs or bk rings on him, or trade for a +6BO helm, but then it would be easier to join a few baalruns with the smiter.

Tried the same thing with enchant for powering new chars, but that was before respecs, and is kind of out of fashion now. Stil was fun, running around with enchant lasting forever and BO/Shout/BC lasting pretty long as well... with a lvl 1 character ;)

Depends. For example, here on SPF PvP we have good mannered rules and holy freeze is totally banned from PvP, therefore no Doom allowed (unless you plan to use them only for buff, which makes them inferior to dual hoto or hoto+cta option). Now I don't know what is general consensus for holy freeze on bnet. In public matches, sure, everything allowed there, dual Doom switch for holy freeze to cripple some opponents sometimes best option.
