Why cant I connect?

I was doing meph runs in hell, then I started to lag and notice that the monsters were hitting me even though I was a screen away. But I still managed to kill meph in that game. After I saved and exited I was booted back to the main diablo menu and I re-connected. However It said this-

Your connection has been temporarilly restricted from this realm. Please try to log in at another time.

Whats going on, is everyone else suffering from this problem?

it has happened to me. are you ladder? i think it was resetting if you were.
