There might be a few reasons, some fixes come to mind.

If in windows, press Control + ALt + Delete to bring up a list of active progs.

Do a virus scan, there may be a trojan or something running.

There also may be too many programs running in the background at the same time... Do you use anything like Kazaa, Imesh or some other p2p software? (If you do get rid of it)

Before doing the following, you can also do a System Restore( If your current OS has that option, found in strat menu under system tools)

Do a complete disk scan to fix any errors ( acessible from the the start menu under system tools)

Also, I suggest running the Disk Defragment Utility ( also in start menu under system tools)

Perhaps a rogue process is consuming either your memory or CPU time? Assuming you're running windows 2k or xp, press Ctrl+Alt+Del and select task manager. Under performance, take a look at the CPU usage and the physical memory usage. If either is ridiculous, check your processes and kill the one that is consuming amazing amounts of resources. If you mess up and kill a system process, reboot :)

Edit: Gorny beat me to it

my computer did the same thing for a while. for me, strangely, realplayer was the problem. it was even causing me to get 1 fps in d2 when real wasn't even running. don't know if that helps, but it could be the problem.

If you are running windows xp you can check what programs are running at startup by typing msconfig in the run line. This will open a tool, click on the startup tab and uncheck anything that you dont recognize. I personally uncheck everything just to be safe.

B-4 you go re-formatting or anything extensive, I highly recommend a couple of utilities that really help keep my computer in great shape. The first is by far the best and is called jv16 PowerTools (don't know if I'm allowed to list their website, but I hope its okay...http://www.jv16.org ). Run the Registry Cleaner. It's a pretty good program and is usually dead on when it comes to identifying crap in your registry files that you can get rid of to improve your computers performance. Always read though and double check its selections though (sort of a use-at-your-own-risk type of program) The second is just an easy way to keep an eye on your start programs and make sure no trojans or spyware or other gunk is clogging up your computer start list. It is called HijackThis! and can be found on some of the anti-spyware websites. anyway, these two things were really useful for me. Also, if you do as the others ask and check out what's running on your computer by doing the Ctrl+Alt+del, you can compare what you find against the list maintained by http://www.answersthatwork.com/Tasklist_pages/tasklist.htm , in their task list programs section. Pretty well maintained and has a bunch of useful info. Anyway, hope some of this rambling helps.

No offense to the original poster, but this is why I DONT become a Tech or IT guy even though I have the knowledge to do it.

You have to deal with odd computer problems (well, they arent odd, you just get limited information about the problem)...

My comp is running slow...
Im not getting email...
My pr0n isnt the right kind...
etc...
etc...
