When dual wielding you use both weapon speeds to calculate WW attack frame.
The game use one weapon speed to calculate the attack frames until no monster is in range of that weapon. After that it "switches" to the other weapon until no monster is in range and then it "switches" again to the first weapon and so on...
Basicaly to control the attack speed you have you should use weapon with the same attack rate. Most weapon speed calculater display the average speed when using weapon with diferent attack speeds.
