CL = Chain Lightning??
Chain lightning is suited for groups. Its also pretty weak without infinity.
Frozen orb is bomb.com for everything, single enemies in particular. Theres a stickied thread at the top of this forum about it vs blizzard, and while the results in that thread are rerun dozens of times with different results, generally orb is going to be better with just 40 points invested as you have specified.
Chain lightning is sort of garbage without its synergies, and its pretty garbage against mephisto in general.

I agree with both of the previous posts. For Meph runs:
Blizz > Orb *
Orb > CL (by far)
* actually, as Tacothedeep mentioned, it depends on the number of skillpoints you have to spend in your cold tree. If it's only 40 skillpoints, then I'd pick orb. If it's 60+, then I'd pick Blizzard (and its synergies).

For Meph Blizz is better when standing across the moat of blood...

Frozen Orb is better for everything else. In its sweet spot, it will hit harder than Blizzard and be more useful for enemies on the run, and everywhere else in the game. For Meph ONLY...I say Blizz. But for everywhere else (trust me, you'll get bored of Meph only pretty quick) go with Orb.
IMO if your mercenary can tank Mephisto without dying, there is no reason to put more than 1 point in Blizzard. Life Leech + Ice + Kelpie Snare = win.

Anyway, I am making a light sorc 4 countess runs and will bug meph... even at early lvls, I find CB killing speed a lot faster 4 bosses than lightning. Glad to know it will work well.
