Where can I find weapon speed breakpoints?

I can't find where to look up breakpoints for different weapons (ie: jagged star, using charge with a paladin.)

There are some calculators, 1 for IAS.

I was under the impression that weapon speed and IAS was irrelevant to charge. But diabloii.net has an IAS calculator here.

In the context of that calculator, it means the base speed of the weapon.

Example: Phase blade is "-30"
Example: Thunder Maul is "20"
Example: Ward Bow is "0"
