What's this then?

Ok so I were on the Arreat Summit checking something, and I came across this which, by the looks of it, is supposed to walk around in act V

Except for, I've never seen it. And I've been in Act V enough, but only as a single player. Is this something that only wanders on the battlenet? It doesn't provide much information to be honest.

it has never been seen in the game by ANYONE, so everybody just assumes, that it is some kind of a joke played on/by the Blizzard guy G. Fraizer (you know him, right?)... after all it IS his name spelled backwards
