Actually, NM Mephisto has a lower chance of dropping it than Hell Mephisto (according to ATMA). The best chance of dropping it (ignoring quest drops), is NM Baal, followed closely by NM Diablo. Then it's Hell Mephisto, Hell Diablo and Hell Baal. Statistically you are correct, however, I made that assertion due to the fact that you can kill NM Mephisto faster than you can Hell Mephisto, and with a lesser chance of dieing.
