You can't buy normal items from nightmare, at least not usually, you might find one once in a while, but it's rather rare to see them. Most of them have some sort of mod on them. It's kind of the reason why it's so difficult to make the runeword White for wands.

You can buy nonmagical items in any difficulty setting, but there is a character level from which on all bought items are magical.

Which is character level 20. You have to be clvl 19 or less to see non-magical items for sale in NM.

if ur lvl 1 u probably cant buy anything in hell. if u have ever been rushed to the end of normal with a lvl 5 char u know that larzuk doesnt sell u anything, except mayb for a crystal sword or something, so prolly its best to go to act 2 normal and buy ur scepter there, i know those wands there can come with 3 bonespear, so prolly scepters can spawn with 3 holy freeze

You can buy nonmagical +3 skeleton mastery/+3 raise skeleton wands at L1. IMO that's quite a useful item - until you can wear the Arm of King Leoric.

Regarding holy freeze, it's a L18 aura, so the level req for a scepter with a +3 bonus should be 18 IIRC, i.e. you could try to buy a nonmagical one at L18-19. If shopping works like gambling with respect to item levels, you can buy them at L14-17 as well, but with a lower chance. In any case, its qlvl will be too low to have more than 3 sockets (grand scepter, war scepter) or 2 of them (scepter). The other scepters are exceptional or elite, so they can't appear anyway.

In case I'm wrong, RTB and Thrugg are quite quick at correcting me :)

All good, except for the fact that the odds stay the same, starting from Clvl 14. In norm act 2 anyway.

    Lazy_BerZerker: Ilvl actually.
