There are a number of levels that people LLD at. Some of the most common are level 9, 18, 21, 24, 29, and 30. Anything over level 30 (or 29 if you are on Europe) is considered either Mid Level Dueling or High Level Dueling.
The two most common levels for MLD are 49 and 58, though I've seen MLD chars at all sorts of levels. Level 59 is not considered MLD because of the runewords that become available at this level.
Level 59 and up is considered to be High Level Dueling.
As for what LLD actually is, you are dueling with characters that do not go over a given level, to try and make them as powerful as possible with the items that are usable at that level. It's not uncommon to see a good LLD character can beat characters 50+ levels higher than them simply due to the skill of the player and the gear on the character. Of course, a dedicated HLD character will almost always beat a dedicated LLD character.
