    What is CA/FA?

    from this link: http://forums.diabloii.net/showthread.php?t=630564

    Penetrate: 1-20 pts
This is also a skill I personally like to max. It gives AR, meaning higher chance of hitting you target. If you are going for FA/CA you might not wanna max this.

    what he mean whit FA/CA?

FA stand for frozen arrow - the slvl 30 skill from the cold tree. CA stand for cold arrow - the slvl 6 skill form the cold tree - that serves as synergy for frozen arrow.
The reason why you wouldn't max penetrate if you go for a strong cold attack is because you will lack skillpoints for some other important skills.

Also the freeze from FA always hits so the hit will only be for the physical damage/leech portion and it gives decent +attack rating anyway. Penetrate is quite a must for one who uses physical attacks for anything, at least if you don't have ITD and/or don't want to use guided against all champions/uniques/bosses that are immune to your elemental attack.
