OK, let's break 'em all down. I've included the full stats of the 3 ammys in question below. First let's compare Cat's Eye and Highlord's, since it is mush easier to do (no CTC or IAS issues). First, we will look at how each benefits damage, then we will look at the other effects. We'll assume a level 90 Zon with 400-500 dex and either very low or very high Critical Strike.
**********Cat's Eye vs. HL's**********
Cat's Eye adds 5 to 6% damage based on the dex increase and another 1% to 2% for increased chance to hit (total 6-8%).
Highlord's adds 33.75% DS, but it's benefit depends on the Zon's CS%. I'll use 50% CS as the low-end and 70% CS as the high-end. On a low CS Zon Highlord's adds about 17% and on a high CS Zon it adds about 10% (+ a tiny bit of lightning damage).
Clearly, Highlord's wins the damage contest, but is it better? Without getting too deep into the details, I will just say that IMO 30% FRW is of far greater value than the remaining mods on the HL ammy.
My Verdict: For a high level, high CS Zon it's a close call that would make the option a matter of personal preference. For a high level, low CS build, the HL's wins easily. At lower levels (less dex and less DS) the Cat's Eye pulls ahead.
**********Atma's vs. HL's/Cat's Eye**********
From the above comparison we learned that the HL's an Cat's Eye ammys are fairly comparable, so I'll just use HL's here since it is a little easier to compare. Things now get complicated. Skills and other gear are now a major factor and with CTC amp damage, things get a little fuzzy. For this comparison, we will assume a pure strafer with high CS using typical attack rates of 7/2 when using HL's and 8/2 when using Atma's (assumes use of Faith GMB). I'll also use a DR factor of 50% as an average for Hell. The biggest factor remaining is how often we assume our target(s) have amp damage triggered. Unfortunately, other than vs. bosses where it will be nearly 100%, the perentage gets affected by everything for hit points to pierce % to PI to how spread out they are. I'm going to use 1/3 as the factor here for Strafing even though it's generally higher than that when you need it most. So, now for the math:
Highlord's:
Damage Adjustment = 10%+ (from above)
Atma's:
Frame penalty 8/2 vs. 7/2 = 26/27 = .963
Amp factor = 1 + (2 * 1/3) = 1.667
Damage adjustment = 1.667 * .963 = 1.605 = 60%+
My verdict: Atma's > All for PvM strafing. With other attacks (multi, guided, etc.) the likelihood that your target is amped goes down and the frame penalty goes up. If you are not using strafe as your primary attack, you will be better served to put a Reaper's on your merc and use Cat's Eye or Highlord's.
