What are frames?
Can someone tell me what "frames" are and what they do?

In short, a frame is 1/25 second.
The game makes calculations based on frames. For example, continuous damage is applied once per frame, so when a firewall inflicts 2500 damage per second, 100 damage is inflicted each frame.
Just to fill in what the gentleman/woman above didn't. Frames are a single cell, a single drawing or picture, in the long series of drawings that make up animation, movies, or even vision.
Your eye sees approximately 24 "pictures" per seconds. (Could anyone please confirm the proper scientific term for this? I only know it in French )
So anything above that will seem perfectly natural and smooth. Anything less looks like, well, lagging games, games played on crappy comps, super old movies, bad animation, etc...
Hence the game runs at the most optimized number of frames per second (25) to achieve the best balance between the code's load on the GPU/CPU/RAM, and all things "looking" natural to your eye.
