it happens everywhere.... the main reason is because so many people actually do use hacks/mods, its hard to tell them apart sometimes

and another reason is because most pub duelers dont actually know what certain hacks/mods do. they just think because u use an unsummon namelock tele that ur aa'ing

if ypou join a pub w/ caln CooL in it, I wouldn't host them, b/c flashhacking

if you get pp'd w/ them you luck, but then when the pub dies , and you move on to the next pub w/ some of the same people. people gonna say that you hack.
