I found a few hints here that sin's WB does not work while running/walking whereas Wildjinn in his comprehensive giude to Asssassin says id DOES work (ref. http://strategy.diabloii.net/news.php?id=540 about mid-page, c/c c/s discussion).

my q is: who is right ? and why ? (and who's to blame

it does not work whiel running or walking.

it only works while standing still or while attacking. teleposting counts as standing still, whirling counts as attack.
