This may be old news, but that guaranteed legendary drop is actually dropping off the skeleton king.
You have to complete the entire game after killing diablo to reset the quests in order to repeat getting the drop.
It is set to be fixed back to diablo any time now.

Yeah, what RISK said. It's worth noting that this guaranteed drop seems to be an additional item in the drop calculations. My reason for thinking this is that my friends and I sometimes got 2 Legendaries from Leoric, one guaranteed and one random. This never happened with any other enemy in the game, but happened multiple times with good old SK. I hope Diablo will inherit this behavior. Demon Hunter speed runs could become a thing.

I assume once it's implemented correctly the drop will actually be on Diablo himself/herself rather than SK on the subsequent playthrough.
I've not done this myself, so treat this as a rumor until somebody can confirm.
True - right now it's just not implemented yet. Some also are saying that there's still a way to get a guaranteed drop, but you have to complete the entire game (including Diablo), reset quests, and then kill SK again. This means you can't just re-roll every time you've killed the SK and restart a new game.

I can confirm that what you've said is still correct at this moment. Leoric is still guaranteed to drop a Legendary after a complete quest reset.

Leoric definitely drops a guaranteed Legendary at this moment after a quest reset. In fact, I just got a double drop from him. One Legendary during the initial items and one after he dropped all his gold.
