Impossible. Those are both prefixes which cannot appear on rares, so you'll never see them together.

In theory it's possible to shop for it, probably with any shopkeeper in Hell, but the odds are extremely small.

I'm curious what you need it for though. I can't imagine any character that can benefit from so many points in Amp Damage. I imagine you're looking at some kind of build with Corpse Explosion but in that case you would benefit far more from a wand with '+3 CE, +3 B&P)

Bleh. Sorry, I misread you - I thought you meant +3 P&B, +3 Curses for some reason.

I just need it for league duels like euro-pvp , when we play without tele.
And i need to have as much amp as possible. I need this wand for switch.

It is not possible to shop it. The ilvl required for tier 1 skills doesn't match the ilvl required for +3 tree.
