yes it can but need some cold charms must be more then one and a first hit charge. It needs at least 4 cold charms to get the initial chill to last 1 second and a very fast IAS but does work for melee only duels. charge with HF switch to vengence conviction if you have a wand of LR on switch it does work.

I never felt an avenger was a great build choice for PvP... they're typically too slow...

But conviction is usually what is paired with vengeance... even in PvP I'd assume... I guess I just don't see how it'd be all that good due to the sluggish attack speed.

It will tend to do a lot of damage to a melee target that's not using lots of resistance.
