Kind depends on where you play. If you're just going to do Mephisto runs, blocking isn't really necessary because not many monsters are melee. But if you're going to do something like the Pits or anywhere else with lots of physical melee damaging monsters, then some block is recommended. But most of the time, it's just your merc or your party members doing the tanking and you standing far enough back and just attacking from a distance.

If you really want block, but don't want to spend too many points into dex, then grab a Whistan's Shield (Orphan's Set), and get around 50-60ish block, and the rest of the points into life.

Block helps with more than just melee damage - it's also effective against fire arrows, cold balls and many other directional attacks (Lightning being the notable exception). Against these attacks, max block effectively works as a quadrupling of your life.

For Mephisto runs, I'd definitely recommend max block. It helps you survive while teleporting through durance 2, where you can easily teleport right into a fanatism pack, and with tanking Mephi - his hardest attacks are the ranged ones (Blizzard, Lightning, cold ball), so if you can keep within melee range he's a lot easier to manage.

Only for a very defensive playstyle max block may not be suitable.

Rhyme does not have "base block %". A particular shield has "base block %". Rhyme just adds to that a certain %, and also a certain Faster Block %. Make Rhyme in a Grim Shield or a Heater and you'll have a wearable shield with 70-ish listed block %
