can anyone list some decent-best helms for a tiger strike/dragon tailer?

Anything with +skills (varying from 'Lore' to circlets to a Shako) works pretty well.

If you're running with BoS, some DR can't hurt either. Rockstopper is a cheap option and Vamp Gaze, Shako, and CoA are increasingly more expensive options.
