Treachery MA Assasin Idea (Help Needed)

The wake of 1.11 has brought forward this armor thats good. I think the best of the lot. I am new to assasins and would appreciate some help

I can't quite work out the IAS, I cannot use BoS because the fade on armor will overide the BoS. This means i need a very ias dependant gear build. What ias should i aim at?

I'm going to try and go dual Bartucs and the breakpoints are 68%, 102% and 187%

I'm eyeing off 102% @ 8fpa @ 3.1 aps - Will this be to slow?

That means a gear choice of 45% Treachery, 20% ias gloves, 20%ias helm, Highlords 20%ias

Maybe something along the lines of
Treachery
Andarials Visage
Lava Guots - Rares/crafted - Laying of the hands
Highlords

This proves to be a hassle, because then i will have low resistance. With 61% from fade on Treachery. So i need to achieve 114% more resistance
35% Light - Highlords
91% Cold - Treachery
-30% fire - Andys Helm
50% Fire - Laying of the Hands
70% Poison - Andys
30% from Anya

124% Light
121% Cold
111% fire
161% Poison

I have the belt + Rings to work out

I could change my weapons to Bartucs + Jade Talons and would resove my resis but the ias breakpoints change to:
58% - 10fps
89% - 9fps
142% - 8fps

My Primary skills will be:
Tiger Strike
Dragon Tail
(1) Cobra Strike
(1) Dragon Flight
(1) Blade Fury
Weapon Block

Leaves me a couple of points to play around with. Should invest heavily into a meat sheild like one of the Shadow Masters/Warriors. Or Claw Mastery for more damage.

Whats the damage on Pheonix Strike withou synergies (For PI Immunes)

I'm sorry to break this to you, but you only need 60% ias to reach 7 frames breakpoint with Bartucs(-30) using TigerStrike according to the IAS sticky. So Treachery + 15% ias is enough dear.

if i'm wrong then i made a complete fool of myself

I think your right with BoS Speed on. I was using a ias calculator
