as for lv 21, it is unfair disadvantage (no offence heft
for example, instead of using max/ar/life or str GCs (which are considered best at the level, unless you go more balanced max/ar/life or str LC) i can now use 3/xx/15 life SC which becomes plainly hard. ofc, not to mention other chars who can benefit (i.e. bowazon with gogue's bow can rach stupid attack speed with damage and DS w/o spending points in crits). in fact, with mana potting allowed, at the level two chars will own; 1)maxed out charger (1 hit kill is possible now with ease), 2)guide bowa, with less mana needed for guide, with mana potting, and fast attack with kb from nef if needed. thats's roighly 500+ max dmg of block only or die attack ^^
also on spurs..when i calculated those figure, that's with mdr (very rough calculation tho over mdr with SoE and viper) altho i made a typo there saying 95 res, when its 90 really.
this, however is completely up to you. i am merely saying this for some lv 30 duellers based on fire (fire trapper, fissure, and FB) would complain. a lot
