hell rush is depends on person's choice really. but its simply down to this
1) not all people have access or ways to glitch rush.
2) remaking a char is a pain in the backside.
3) a properly made char should be investing pts given in normal. you may get less dmg, but that is offset by less life. also all doable chars that can be done is effective in noram rush only, with exceptions to lv9 duels. in fact some chars get rather unfair dis/advantage even at same level from those extra skills. for example, my windy is now doing 800 max dmg. this can easily become 1000+. I already have unblockable attack that pierces stuns and kb sometimes with very limited mans to reduce dmg.
extra 200 dmg means extra 60 life off your red bubble. consider that most llders at lv 30 have around 800+ to depending on what char but nothing too hight. 60 is a lot.
same applied to lv 18. hell rushed zealots (most dominant force in lv18) do so much more dmg. 8 skills = 12x8 from sacrifice = 96% enhanced dmg output. this can also go to charge/might which result in rather brokenly huge dmg output. effectively you can one hit kill in lld if hell rushed with just normal gears.
this is my opinions, and even if you allow hell rush I will prolly stick to my ways of norm rush cuz its easier overall

i wil use my hf chars for hld (eventually that is!)
PS adding: BA/cyclone recast. can be considered very bm @ lv 30. not sure in lv 18 tho don't think dmg is sufficient to deal any serious harm..but need opinions on this
