Just want to make sure my understanding of -% target def is correct

lvl 90 character with 10,000 AR attacks lvl 90 with 10,000 def. 50% chance to hit.

now if the situation was identical except attacker had -25% Target Defense on his weapon you would now have 10,000 AR attacking 7,500 defense. About 57% chance to hit.

continuing on what if the attackers weapon was socketed with 4 eth runes is target defense now equal to 0(?) giving the attacker a 95% chance to hit.

Is any thing I just wrote wrong?

You are completely correct...

... against normal monsters. -% target defence works like negative enhanced defence. And seen the fact that normal monsters don't have enhanced defence, your calculation are correct. However, monsters that are stoneskin and possibly their minion do have enhanced defence making the general usefulness much less against those monsters.
And don't forget that it only works for 50% (-12% per eth) against act bosses and possibly some unique monsters.

to make it short, yes -% defence works like you describing and is very useful against the large variety of monsters. However, it is smart to keep a back up option as some monsters counter the effect quite effective.

P.S. It's not because your target has 0 defence that you will have 95% cth I think. I'll look up the formula and let you know.

100 * AR / (AR + DR) * 2 * alvl / (alvl + dlvl)
So the first factor becomes 1. So this is 200 * alvl / (alvl + dlvl). If the last factor is only 0.25, you'll still end up with just 50 cth.
Now lets see. in order to get to 100 cth - just for convenience - alvl / (alvl + dlvl) most be 0.5. So against all monsters of your level or lower, you'll have 95% cth. Against monsters of a higher level, this isn't guaranteed.
Now at lvl 90, most monster don't have a higher level, so you'll be fine.

-% target defence works like negative enhanced defence.
Just to clarify, only skill based -def% reduces +def%. Item-based -def% (eg the eth rune) work on the total defense, but at half effectiveness against anything other than a normal monster.

ok thanks. My main reason for asking was for PvP applications and wondering if 4 eths would mean I always hit. this is clearly not the case.
