Staff of teleport?

I spent nearly an hour shopping for a staff of teleport today, when I began to wonder is there some sort of level requirement tied in for when these are available? I saw hundreds of charged bolt/telekinesis/nova/glacial spike staves, but not one with charges of teleport. Bad luck?

if it matters my character is level 20 and was shopping in act II.

Yes, your character's level matters, as does the act you're shopping in.

I'm not sure specifically what level you need to be, or where is best, but I've had the most luck in Act 5 at Malah at level 30 or higher.
