ss blocking question

On a ss..it says 25% increased chance of blocking and it also says35% faster block rate. Whats the difference between the two?

chance to block: the percentage of the time a (blockable) attack will be blocked.

faster block rate: in order to understand this you must know that when you block your character has a "blocking animation". this is similar to a hit recovery animation. so that animation might take 5 frames or 4 frames or whatever. faster block rate descreases the number of frames that your character takes for block animation.

Blocking animation is a misleading term. The character is just busy with blocking. If that time is smaller than the graphical animation takes, the animation is skipped (which was not the case in 1.09 IIRC, so blocking was capped at the minimum duration of the animation - 2 frames (?)). That's why you nearly never see a blocking animation with a paladin who has activated holy shield. With that skill, block rate has a base speed of 2 frames (0.08 seconds) and with 86% fbr it's just one frame.
