Active obviously has the potential to lead to more engaging play. An active skill which returns energy based on the number of enemies grouped in a small area rewards players for crowd control, whether through synergy with other skills or tactical player movement. The latter way in particular is good because it allows skilled players to differentiate themselves from less skilled players which makes the game more rewarding to play. The former's good too but carries some increased balancing difficulties vs a blanket passive; a situationally broken skill is still broken, in a game like Diablo where you can stick to those favourable situations, wheras skills balanced for the lowest common denominator become filler, a waste of development time. There's more ways to deal with these issues though.
