Some charge questions...

I'm planning to build a PvP charger (pure charger), and I'm wondering which aura to use; Fanat or Conc?

I'm under the assumption that IAS doesn't help Charge in any way. Is this true?

Will the 20% Chance uninterruptable help Charge a lot? Or is it not worth it, and I should stick with Fanat?
