Socket question

I am interested in a 4 socket shield. I just found a Dragon shield and was thinking about using the socket quest to try for 4 sockets. Will I have a chance or does 3 sockets seem more likely?

The lowest str shield that can get 4 sockets, beside a Paladin shield, is a Monarch, which needs 156 str.
