Being a sorc is hard with stat points
Hel rune for - requests, or a jewel with -15 req and + mods will fit....

I'd go with a PDiamond (or an Um if you are rich). I agree with sofocle's comment, but if you want to use the shield for other characters as well it's better to go with a PDiamond.

Since you are starting out the -15% requirement or pdiamond are good choices. Once you get higher up and can start farming runes (thats my fav thing to do by the way), meph, etc. you can try getting an enigma or chains of honor both of which give extra strength. However, if you plan on saving that shield for another toon I'd just socket it and leave it until you know exactly what toon and what exactly you want to focus on.
Build a 2nd sorc once you've managed to get good gear for her you may want to put a jewel fact for more damage/-resists, your lacking on damage reduction ber (ok thats expensive i know), etc.

I went with a rare jewel with ~25% fire resists and -15% requirements.
That lowers the strength requirement from 156 down to 133, and the fire resists help me keep pace with the inherent lightning & cold resists on the shield (so I don't need 5xfire resist charms).

Either ELD or HEL or rare jewel with -req is nice.
With ELD For a level 90 char this means:
197 = (150*90/(74)) + 15
instead of
216 = (150*90/(67)) + 15
Difference is 19 points in dex
If you go for HEL, the str saved is 23.
That a difference of 19 points
