I don't know. Based on your information, much of which was irrelevant, I cannot know. To answer your question, I'd need to know this:

    1) What are your Holy Shield, Smite, and Fanaticism skill levels, including bonuses from equipment?
    2) What type is your shield? Meaning, what kind of shield is your Exile made in?

    Re: smiter dmg

Vortex shield: base smite damage 5-87
Holy Shield level 30: +97-100 smite damage
    Smite level 30: +450% damage
    Fanaticism level 32: +577% damage

    Min damage would then be: (5 + 97) * (1 + 4.50 + 5.77) = 1150 damage
    Max damage would then be: (87 + 100) * (1 + 4.50 + 5.77) = 2107 damage

The numbers say that your damage is what it should be. Perhaps you expected the formulas to work differently? To do significantly more smite damage, you need a weapon which adds a fixed amount of damage, like the Grief runeword.

Maybe he has heard of the 5k+ smite damage given by Grief.
