% slows enemy down - what's the cap? And what about 1.07 Kelpie? d

    % slows enemy down - what's the cap? And what about 1.07 Kelpie?

    Question:

    Is there an upper limit on percentage slows enemy down by? (Like the one on Kelpie Snare)

    If so, how does it apply?

    I read somewhere that 1.07 Kelpie has "Slows Enemy Down by 100%". Did anyone test this? How would it work in 1.13c?

    Apparently there are limits on the percentage of "Slows Target by X%". Here is some information that may be helpful:

    And the 1.07 Kelpie does have "Slows Target by 100%", though by briefly looking over the info above seems to indicate it only provides a minor bonus over it's later counterpart and then only versus normal monsters. (I have done no testing and someone correct me if I'm wrong please)

    btw. how much does cold dmg slows a target. i think 50% iirc but i'm not sure

    @Laram: Cold slow depends on the monster. If you check Arrreat Summit, each monster will have a listing for 'chill effectiveness'. Hell frenzytaur variants have 0 for example, so they have Cannot Be Frozen. Other things have different numbers.

    aha, i thought that chill effectiveness is for a cold length duration not the slow down effect
