Should elite items be used all the time for runewording?

Is it better to wait for Hell mode and access to elite weaponry before making any rune words? Even if you're like below 30 level?

some runewords are good for lower lvl chars

spirit can be made in 4os swords, crystal sword has no min lvl and wont lose durability on casters, amn has the highest lvl req, 25

malice for 3os weapons, has great mods for melee chars lv 15+

    stealth armor for casters lv17

there are many others that are good for chars under lv30

So I don't need to wait for Hell to get elite weapons for some rune words, and normal versions of those items will work too?

I mean let's say Edge, an easy Runeword, would it be a waste if I used a normal bow, but not exceptional/elite version of it?

yes, any whie/gray item will work for runewords (if it has the correct number of sockets)
you can cube socket white items (will give random number of sockets)
or have larz socket a5 quest (for max sockets, limited by its ilvl)

just make sure your char meets the lvl reqs for all the runes in the runeword
hel rune lowers the str and dex reqs of the item by 15-20%

    cube socketing formula
Tal + Thul + Perfect Topaz + Normal Body Armor = Socketed Body Armor of same type
Ral + Amn + Perfect Amethyst + Normal Weapon = Socketed Weapon of same type
Ral + Thul + Perfect Sapphire + Normal Helm = Socketed Helm of same type
Tal + Amn + Perfect Ruby + Normal Shield = Socketed Shield of same type

    normal = non magic/rare/set/unique
can be exceptional or elite too

Elite armors and weapons have higher str/dex/level reqs, so the advantage of putting a runeword into one (for more damage for weapons, more defense for armors) must be significant enough to compensate it. Also, runewords have a level requirement of the highest of its runes and the base item. For example, anything with an Um zune will have a level req of at least 47 and anything involving a colossus blade will have one of at least 50.

    Worth doing in elite items:
All melee weapon runewords involving one or more runes higher than let's say Lem.
The same with armor for melee characters.

    Not worth doing:
    Caster weapons
Runewords with low runes for low-level characters (Stealth, Spirit weapon, Lore, Rhyme etc)

    Depends:
Enigma (str reqs versus defense without %def bonus)
Call to Arms (deals decent damage, but there are better melee weapons)
