if you make it a point to search the vendors that sell them in each game your in, you will eventually find one. there isn't a secret.

you should also pick up all the white staffs you find.

I'm just not sure I've seen any gray staves in the shops after drognan in normal, but they are sold later too when they can get 4 sockets then? I just recently started searching for one, but since Ive picked up each staff Ive seen.

Grey staves are sold indeed, but most of those will have the sockets that come from a magic prefix/suffix and so you cannot use them for Runewords, since they are magic.
Which are these:
Mechanic's, 1-2 sockets
Artisan's, 3 sockets
Jeweler's, 4 sockets

I dont think that there are staves sold that are normal items and have sockets in them. Not sure at all. On the other hand you might not want to make runewords with those shopped staves after all.
Just what me stupid assumed ;)

Only in normal mode act I and II white and gray staves are sold. After that they're all magical and thus useless for runewords. Also note that due to this, the maximum level you'll get +skillwise is slvl 18 skills. And I think only act II staves can have 4 sockets.

As I suspected no way to shop for staves with +ES then :( Would have made it so much easier to get me a good prebuff Memorystaff... but that was just too good I guess :(
