Absolutely.
But you have to be of a decently high level. Shopped items have an item level of character level +5, and you need to reach an ilvl of 60 + qlvl/2 in order to make +3 to a skill tree possible.
Also, if you look at what item types the vendors sell, the first two acts seem to be slightly better than the rest.

Only normal mode has ilvl caps when shopping, but there are caps on item types (i.e. elite vs. exceptional vs. normal) when shopping. Anyway, you probably don't want elite gloves because of their high str reqs. and only crusader gauntlets and ogre gauntlets are possible at all and only in some places in act 3-5, so nightmare is a good place to shop for them.
That doesn't apply to gambling BTW, but I would gamble in hell mode where you get up to 35k gold for crap gambles.
