Also...a maxed up Iron golem with maxed mastery and the aid of low level iron maiden would be enough to provide me the first corpses I need on Hell difficulty??
Depends on what it is made of. It doesn't matter anyways since you have a "golem" known as the merc.

Ive been reading around on the forums and I noticed that many people with 20 skelly, 20 skelly mastery and 20 CE have trouble killing in Hell....

And the most common response was get more +skills items....but how much should I get in order to get decent damage for my skellies in Hell??


(Btw...I was level 2-3 and I found a wand with +3skelly and +2 skeleton mastery...im so lucky :D )

Hold on to that thing! Those are perfect for twinking low-level necros. Even if you aren't planning to go with another summoner, that and a decent lowbie head can help you zoom through the earlier levels without any investment in the summoning skills whatsoever.

Personally I find that Fishymancers switch from killing with skeletons to killing with mercs and CE when they get to Hell. The skellies act as more of a defense for you and your turbo-charged moron, distracting monsters while he pokes them with his hurty stick. One monster goes down and off goes the CE chain.

Of course, it goes slower in games with more players, but seriously, my Fishy only has slvl 30ish skellies and can somehow clear all of Baal's minions in full games in Hell. Totally not recommended unless you solely plan to level there by the way, 6-8 minutes per Throne clear is hardly optimal.

Maiku's absolutely right, dress your merc up as you go along, he's definitely the most important "minion" in your army. And like AnimeCraze says, your merc is easily the best way to drop that first corpse.

Yes, +3RS/+2SM is a very good wand for twinking low level summoners. You are lucky. I don't believe I've ever seen one that good drop.

But I say "very good wand" and not "excellent wand" because you can shop better wands. In maybe 1 hour total shopping time, I've seen at least half a dozen +3RS/+3SM wands for sale. The three I ended up buying were a +3RS/+3SM, a +3RS/+3SM/+2BA and a +3RS/+2SM/+3BA. And they're cheap! ~16K for both the 3/3/2 and 3/2/3, and ~7K for the "plain" 3/3.

If you do go shopping for wands, do it in A1 norm, with a character whose level is 6 or lower. This ensures that all the wands will spawn with only level 1 and 6 skills.

Too bad heads can't be shopped as well. But a full clear of early-mid A1 Norm usually nets me 3-5 shrunken heads, and in those areas, they have the best odds of getting the RS/SM mods. I don't think I've ever done a clear of those areas without getting at least one +1RS or +1SM head. My best finds are +2RS/+1SM (which ended up as Splendor), +2RS, +1RS/+2SM, and +3SM.

As far as "total +skills" - I would consider +10 to be the least you should shoot for. This is not difficult, but may take a little time gambling, trading and/or farming to reach. The standard items for this are:
+2 Summoning (or +2 all) helmet (found, gambled or traded)
+3 Summoning amulet (found, gambled or traded)
+3 Summoning weapon (shopped)
+2 Summoning (or +2 all) shield (found or traded)

Add in things like a +2 armor, a couple +1 rings, and an inventory full of skill charms, and it's possible to get something like +24 total. And at that level, a single skeleton can hold his own against pretty much any single "normal" (i.e. non-unique, non-enhanced) monster in the game.
