Depends what Type Shield in?
Paladin ones are self-evident for pal shields but in general.

any build that wants block resists and can skip a + Skills shield will like if can equip but want better later - good general shield mid high level.

Good for ranged attack builds and bad for ranged attack monsters, use the slow missiles charges and repair or cube recharge. Mercs never use charges based skills so a waste for them.

I've considered putting a sanctuary shield on my fc bear. I have the base and the runes, but I'm hesitant because I want to hold onto the mal to make my infinity once I find another ber. Without it, though, I've geared him around other things.

Sanctuary is like Moser's with pdiamonds in a shield of your choice, plus a dex bonus. It's nice if you are lacking the right gear with resists, although that's not that difficult to achieve.

In a +res paladin shield, it probably adds more resists than you actually need and ar/%ed shields aren't that useful IMO (LLD might be an exception). I think there are better paladin shields because of all the other easy ways to achieve max res. For example, a HoZ is much better IMO. I'm not sure how easy it is to find on SP in comparison to 2 Ko + Mal plus a 3 socket pala shield worth using, however.

I made one for a HC Baal runner sorc when I played online. I needed the extra safety. It was something like
Wizardspike (io rune)
Eth Guardian Angel (perfect ruby)
Sanctuary (in a troll nest)
Shako (perfect ruby)
Rare belt (24fhr, res, ...)
Mara's + Bul Katho's Wedding Band + rare ring
Waterwalk
Magefist (IIRC)
Weapon switch: occulus + spirit (in an eth monarch)

That's the thing, it's expensive for a shield as you can get better for most builds.

I too used it in a sorc but in SC and liked Spirit and Rhyme better at a pair.
MF over safety.

Will work for a Were Druid I think but have not used it that way as use a 1 handed + switch to a skills max weapon shield combo.
Amazon already has slow missile at higher level
Sin if not use Fade?

I have one of these lying around and wonder what character would benefit from it the most?
I tend to compare this quite a bit to the really acessible Rhyme runeword. I would think that any max-block build that's short on resists and has another source of cbf / doesn't worry about being frozen would fit the best:

1. Sorceress w/ native teleport
2. Necro w/ a too many meat shields - I always tend to sit around and identify items even in Hardcore.

Rhyme is usually one of the first rune words I make on any untwinked character that is walking. It's particularly nice on a necro since he can put it in a head.
