Is there any other build in D3 that doesn't require critical damage or chance???

They aren't required per se. You can run the most mismatched build ever and still plow through any non-torment difficulty to your hearts content.

Crit chance/Damage IS required if you ever want to push your character to the upper limits (Torment 6, 30+ Greater Rifts). Just the way the game works and it's unlikely to change.

There will always be stats that work across you whole gear and whatnot, just like the +skills of old.

Most Damage-over-Time skills used to disregard crit damage and chance, but blizzard recently added it as an average dmg modifier. It seems it's here to stay. Attack speed, on the other hand...

If you are using a Damage over Time (DOT) build, Crit Chance and Crit Damage are factored into the total damages dealt over the duration of the attack. The only mechanic ignored by DOT skills is attack speed.

Some skills that aren't DOT also take CHC and CHD as a factor of average damage.
