It was produced in early 90ies i think, though the style of the music is rather old.
Kind of what the clip is showing. Like 30ies in Odessa. The days of that old soviet underground criminals.
The lyrics start:
"Once i went home stoned like ****"
So that kind of answers the second question
However it could be that the singer is stoned but now he just smokes a cigarette.

imo one should be open to any music. For instance i dont like country music but i welcome you to show me a good country song i wont discard it just becuz of the "style". Imo there is good and bad music in any style.
