While I understand why you want to be rushed, given the 13 blown skill points, I still advise you don't do it. I'd do one of two things were I in your place:
1) Start over. On /p8, if you skip the side quests (Countess, rescuing barbarians in Act 5, Nihlathak) and optional areas (all of the caves in Act 1 except Den of Evil, the mini-crypt in Act 2, Swampy Pit and Arachnid Lair in Act 3, red portals and caves in Act 5), you can get to Act 5 Hell in a matter of days. It may get boring, but it beats letting someone else do all the work for you.
2) Learn to use your supposedly "screwed up" character. I've done things like this myself before and just soldiered on, finding surprising uses for the skills I accidentally placed points in. You might not be as specialized as you'd like, but versatile characters are, to me, more fun to play since having the right skill for the right situation cuts down on some a lot of the really maddeningly long, tough fights you run into when you're over-specialized. Although I've never played a sorc beyond Act 2 Normal, I've read a lot about them that I can see how those points in Blizzard will come in handy. FO moves pretty slowly, except for the Glacial Spikes (which themselves aren't all that fast), right? Use the Blizzard to slow down fast opponents before FO, ensuring more hits from the spikes, then switch to Nova. You'll be a little more versatile, and more importantly, not using the same two skills over and over, which I find to be incredibly boring.
You can do what you like, but I consider rushing to be exploiting a loophole in the game. It's not exactly cheating, but it's darn close. My $.02, at least.
