Arreat's requires 118 str to equip. It gives 20, so now you have 138, just enough for a BotD zerker, which gives 30 more. Now you have 168, which is enough for an SS, which grants 30 more. So now you have 198, which is enough for Steelrends, which give 15 at the minimum. 113 str now, plus a low 10 stat anni, for 123 total. Give that a few str points from ammy/rings or normal stat points, and you'll have enough.
However, having so much equipment relying on other equipment is dangerous and/or very inconvenient in pvp sometimes, because when you get killed, you may not have the strength to equip all your items quickly. You may have to run back and forth between your body and your stash, since your inventory will be almost full with charms. Consider if there's a player naked-killing everyone there. If you leave the game, you loose whatever items you may have on one of your bodies.
Also, some (like me) might see it as a waste even putting the ** points into str that Arreat's requires. If I'm using an enigma, I know that it has a lot of strength, and I want to put that to use for other equipment. If you need all your other equipment just to equip the enigma, all that strength it has, has gone to waste. Yes, str does give damage, but some may find it too insignificant to sacrifice vitality for it.
If I'm using an Archon enigma, I only need 73 str points to equip it, without an anni. Then, I have a ton of strength at my disposal, for other equipment.
All that said, some people do use Sacred Armors for enigmas, but there are several reasons besides str on a barb that you don't see that many around. First being, it doesn't hold as much trade value as a low-str armor like an Archon, since it can mostly be used by a barb. It's also a medium armor, somewhat harder to find, and looks a lot worse both in the inventory and on the player, imo.
