Kill as many monsters in high level areas as possible. The more you kill, the higher your chance a HR will drop. Conversely you can read up on these guides that should give you some good info as well.

Vex is easier, and probably the least value of all HRs apart from the infamous Cham, Zod and Sur. Two Gul can be cube up to form a Vex, and people do 1:1 exchange for Gul with Pul all the time in game. That's drop Vex price to roughly 2 Pul, while usual HR goes for 3 Pul+. Mal and Lo is the most sought after HR. They're used in many high end RWs but not excessively dupe like Jah and Ber. Hope this help.

If you're on bnet, then the fastest way will be to run countess and/or the summoner for keys and then trade keys for runes. (nihlathak also, but he is a bit harder)

You can do LK chest runs with any character, really, since you don't have to kill anything. A character who can teleport is ideal, so a blizz sorc would be just fine.
In the first page of that thread, they estimate you will have to do 11,000 runs to find a Vex, so obviously, you'll have to factor that into how you want to best budget your time in getting said rune.

Yes it is, it takes some serious dedication to do LK running. However as you play SP you do have some advantages. You can reroll the map until you get two campfires right next to the WP. As SP maps are static you can keep that one for the entire time, and as a result your runs shouldn't take very long at all for each one.
However while you are LK running you're going to find quite a lot of skiller Grand Charms and nice jewels as well as low-mid runes.

If you play on ladder, runes are used as a currency, so with trading, you need to become richer, not necessarily find runes. Read the "how to build welath on ladder" guide.
If you play SP, do LK runs.

If you want some gul runes, the best way to get them, imo, is to make new characters and play through to the hell forge, then you get a 1/11 chance at a gul. Do that 22 times, and you stand a fair chance of getting a two guls.
I had slightly bad luck, it took me about 35 characters to get enough runes to cube up to vex. (I rushed effciently though. If you want to know how to do that, then you should look in the Single Player Forum and/or search for a SP thread on Hellforge Rushing.)
No. Trueblood was talking about bnet, where hrs values are greatly diluted.

my entire stash is filled with runes... 1/2 of the space are runes... as I dun expect I will get good runes drop, I just plan to keep cubing them for higher runes...
not the smartest idea possible... can someone pls advice an efficient way of keeping the runes?
