What do I nee to know about rolling grandcharms? I am sort of new on this topic but have read a lot about people getting really good rolls and getting 1+ skillers and stuff... Is there a guide somewhere? How do I make a new grand charms? Does the the ilevel affect it. Does my Clevel affect it? Thanks

I dont think that there is anything there that is unauthorized to be promoted.
But at the top left of the page is several links to this forum where thrugg explained alot about rerolling gcs and scs. There is also a few text files that give you the rq ilvl to get the highest possible mods.

The place to find grand charms with the best chance of becomming skillers (at this level there are the fewest other mods possible) when rerolled is the Flayer Jungle in Nightmare difficulty. If you are looking to roll skillers or other charms with the best possible second mods you have to get them off Baal in Hell difficulty. This is what most people want to know when rerolling grand charms.
