    The general consensus is

If you want a plain skiller, use Nightmare Late Act 3 (Kurast and beyond) Grand charms

If you want an uber LIFER skiller, use Hell Baal, Hell Nihlathak or (slightly less common) Hell Diablo charms.

Lower Kurast and Nightmare Cows are possibly the best options for skill charms. Either by them dropping or best ilvl region to cube them.

On a related note, are the economics really in favor of rerolling? It looks as if plain skillers average out to about a Pul (with the crap ones like Necro curses balancing out the cold skillers). If a Pul gets you 40 Pgems (or 13 rolls), do they pop up that often on an ideal Kurast GC? Anyone ever expiremented to see what your chances of rolling a skiller are?

On average you are looking at 66 gems to be used to cube a skill charm.
