I'm pretty sure it mean using the horadric cube recipe 3 perfect gems + 1 magic charm = another charm generated of the same size with different modifiers

Thats exactly what it means. When you cube your charm its better to use ones found in hell that way the best prefixes and suffexes are avaliable for the particular charm. example if you want to re-roll GC's for +skills you need to have gotten your origional charm from a monster with a level higher than 50..all hell monsters fit this category.

    Hope that helps.

Actually, the BEST, without question, place to reroll grand charms for +skills is..........Nightmare cows. The reason it is the best? The higher the level, the more chance to get other mods besides +skills, and the less chance of getting +skills. I was on 2 nights ago, and 5 GCs dropped in ONE GAME. I was shocked. 2 were + skills already, and I rolled the other 3 into + skills in 6 rolls, which is not uncommon. I haven't had to reroll more than 2 times for the +skills for the GCs I found there. Hope this helps...
