Quick question

Can a white monarch drop in NM Cows?

If not what is the best place to find them

Also will socketing a white monarch with the NM quest always give 4 sockets?

Socketing a monarch with the quest will give it 4 sockets, UNLESS that monarch used to be a lower quality one that you repaired with the cube (which, AFAICS, is the only way to get less than max sockets on an elite item).

I don't think a white monarch can drop in NM cows. I find a lot of white monarchs in the Pits and Hell cows.
